Role Purpose 

You will manage the legal structure of HELP Logistics BdR as registered entity in Senegal. You will lead HELP Logistics operations across West Africa, with responsibility for project delivery, partnership development, and the management of all regional personnel, finances, and administrative functions. You will serve as the primary representative of HELP Logistics to donors, UN agencies, government counterparts, national disaster management agencies, and implementing partners in the region. You will ensure that projects are delivered to the highest quality standard, that the regional office operates in full compliance with local legal and financial requirements, that projects are performed under strict organizational procedures and that staff are developed, supported, and held accountable.

2. What You'll Do 

Project Delivery 

  • Continue to position the regional office as thought leader and go-to entity for consultancy on complex supply chain challenges in the region. 
  • Lead the delivery of all regional projects to scope, quality, and timeline, ensuring HELP methodologies and standards are applied consistently.
  • Develop problem statements, methodologies and solutions in cooperation with the partners.
  • Create a continued project pipeline and oversee project planning, resource allocation, and risk management across the regional portfolio.
  • Ensure accurate and timely project reporting to partners, and headquarters.

Partnership Development 

  • Identify, cultivate, and manage relationships with partners, donors, UN agencies and government bodies across West Africa.
  • Lead proposal development and negotiate partnership agreements in coordination with the Managing Director.
  • Represent HELP Logistics at regional forums, coordination meetings, and sector events.
  • Develop and maintain relationships with universities and academic institutions in the region to support knowledge transfer and professional development.

Organization Management 

  • Manage all regional personnel including recruitment, performance management, appraisals, and professional development.
  • Oversee regional finances, banking relationships, and budget management within delegated authority (current portfolio approximately CHF 1.0-1.3 million).
  • Ensure compliance with local legal requirements including office leasing, registration,laborlaw, and tax obligations.
  • Coordinate with the Global Operations Manager and Global HR Manager on operational standards and HR processes.

Strategic Contribution 

  • Contribute to HELP Logistics' strategic planning by providing regional intelligence,identifyingopportunities, and advising on feasibility.
  • Support cross-regional learning and knowledge transfer in coordination with other Regional Directors and the wider HELP team.

Decision Rights 

You will decide: Project resourcing and sequencing within the regional portfolio within policy limitations; vendor and supplier selection within procurement limits; day-to-day operational decisions for the regional office. 

You will escalate: New partnership commitments above delegated authority; headcount changes; staff management decisions, significant budget reallocations; decisions on regional strategic orientation, and legal or reputational risk issues. 


 


Your profile

What You'll Bring 

Required 

  • Master's degree in supply chain management,logistics, international development, business administration, ora relatedfield.
  • Minimum10years of progressive leadership experience in supply chain, logistics, development, or organizational management, including at least 7years in a senior management role with direct reports.
  • Extensive experience managing office operations including finance, banking, legal compliance, and HR in West Africaand good knowledge of Senegaleselaborlaw and regulatory environment.
  • Demonstrated experience managing project portfolios and organizational operations in West Africa.
  • Strong familiarity with the humanitarian and development sector and strong contextual knowledge of the West African region, with an established network among humanitarian and development actors, national disaster management agencies, and commercial partners in the region.
  • Demonstrated ability to leverage regional networks to develop partnerships and advance organizational objectives.
  • Proven track record in partnership development with donors, UN agencies, government bodies, or international organizations.
  • Strong leadership capability with demonstrated ability to build, develop, and hold teams accountable.
  • Fluent in French and English (written and spoken)

 

Preferred 

  • Established relationships with universities or academic institutions in West Africa.
  • Experience supporting professional development programs or knowledge transfer initiatives.
  • Familiarity with humanitarian supply chain operations or related sectors.

4. Working Arrangements 

This is a full-time position based in Dakar, Senegal. Regular travel to countries in the region is required to support project delivery, partnership development, and stakeholder engagement. International travel is also required from time to time, including to HELP Logistics headquarters in Switzerland and to Germany. The role requires flexibility to operate across time zones and in challenging field environments.
